Brief History of College of Arts and Sciences
The College of Arts and Sciences (CAS) was established in 1992 when NORSU was still CVPC. In 1995, CAS which was then attached to the College of Education (CED), became an independent college and have since increased its academic offerings from nine to twelve.
College of Business Administration
The College of Business and Accountancy (CBA) of Negros Oriental State University provides opportunity to poor but deserving students to enrol in accountancy and business related courses in a university. Access to quality business education and the relatively low tuition fee are the preferential considerations of prospective enrolees who wish to trod into business-related programs. The College of Business and Accountancy (CBA) will eventually make NORSU the favourite destination of business and accountancy students in the Visayas and Mindanao. It will also serve as the reservoir of competent and development-oriented professionals in the field of business and accountancy to meet the global demand.
The vision of College of Business and Accountancy is to be the reservoir of competent professionals in the fields of business and accountancy who are development-oriented, accountable and effective partners in business and industry.
Its mission is committed to provide instruction and specialized competence in various fields of business and organizational endeavors and prepares prospective accountants to be effective in various areas of their career. The goal is to produce graduates in business and other business-related courses that can enter into the local and global job market. The objectives are designed to enable the students to:
1) Gain common foundation of knowledge in the field of business and accountancy through its core subjects.
2) Pass the Licensure examination for accountancy.
3) Gain skills and training for self or corporate employment.
4) Have sufficient exposure to real work environment.
5) Acquire ethical and moral values through understanding and appreciation of corporate social responsibility.
The College of Business and Accountancy (CBA) started to operate as a College on June, 2005. There were three-degree courses offered: Bachelor of Science in Accountancy (BSAccy), Bachelor of Science in Business Administration (BSBA) Major in Management and Banking & Finance, Bachelor of Science in Office Systems Management and one non-degree course, Associate in Secretarial Science. The first semester enrolment started with total enrolees of Eight Hundred Fifty One (851), nine (9) male and seven hundred eighty two (782) female. The College of Business and Accountancy Dean's Office was then located at the 2nd floor of Negros Oriental State University (NORSU) Cafeteria building. Now it has been renovated to improve the quality of education through its conduciveness. The newly born College of Business and Accountancy (CBA) aims to fly high. It endeavours to slowly take off from the ground amidst diverse constraints. It intends to grow and mature with sturdy wings capable of subduing greater challenging heights. As a college, it started with something new, something old, and something borrowed. It initially unfolds with new popular course along with the old but relevant programs with borrowed and bankable mentors.
College of Education
The College of Education, over the years, did not fail to uphold its aim to become the leading centre of development for teacher education program in the Visayas and Mindanao. With the guarantee of good quality training to its students through reach learning experiences not only in classrooms but also in field interactions, research activities and extension services, the students were able to foster and cultivate an environment that is responsive to the needs of a rapidly changing society.
In addition, the College of Education prepares prospective teachers for global competitiveness; student-teachers are equipped with sound-socio moral, physical, intellectual, spiritual, aesthetic values and proper attitudes in life before they have finally graduated their respective field.
NORSU College of Education delivers quality training through rich learning experiences in the classroom, field interactions, research and extension services in order to foster an environment responsive to the needs of a rapidly-changing society.
NORSU College of Education as a leader and centre of development for teacher education program in the Visayas and Mindanao.
The College of Education came into existence in the midst of the year 1995, after it was made a separate college from arts and sciences, which was then known as the College of Arts, Sciences and Education (CASEd) in the year 1965. The College of Education started with the first offering of Teacher Education Curriculum leading to the degree, Bachelor of Science in Industrial Education, which was still under CASEd. It was sometime in June 1993 when the college made major developments in its academic programs with the offering of Bachelor of Secondary Education (BSE), which later on ,followed by the introduction of Bachelor of Elementary Education in June 1994. At present, the college is enjoying its Level II Accredited Status with the efforts exerted by former President Henry A. Sojor and the first dean of the College of Education Beatriz D. Caduyac.
College of Industrial Technology
The College of Industrial Technology is committed to produce highly competent industrial technicians. Its objectives are to provide opportunities for creative and critical thinking through science and technology to meet the changing demands of society, harness individual potentials through entrepreneurial and other related socio-economic endeavours, and inculcate cultural and other desirable values to actualize holistic development.
The College of Industrial Technology strives to achieve character development among its students, industrial leadership and manpower, technical knowledge and skills, extension programs for countryside development, cutting-edge researches, and highly qualified graduates.
As the pioneer College in the entire NORSU system, the history of CIT stared when 1956, Negros Oriental Trade School (NOTS) was converted to East Visayas School of Arts and Trade (EVSAT), and Technical Education college course was offered on the same year. In 1975, EVSAT was authorized to offer the fourth-year technical education curriculum, leading to the degree of Bachelor of Science in Industrial Technology (BSIT) with different areas of specialization. The person manning this course was a vocational industrial supervisor. In late 1970’s the vocational instruction department was divided into two, namely: the Men's Technology and the Women's Technology. During this time, marine Engineering was offered under the BSIT Curriculum. When EVSAT was converted to Central Visayas Polytechnic College (CVPC), Atty. Marcelo C. Jalandoon, the first CVPC President created the College of Technology. When Dr. Henry A. Sojor came to NORSU in August 1991, several Colleges in the Main Campus were created including the CIT. In 1998, Computer Technology was offered in addition to the existing different areas of concentration in BSIT.
College of Nursing, Dentistry, Pharmacy and Allied Health Sciences
To synthesize theoretical and empirical knowledge from the liberal arts and sciences and midwifery discipline to enhance professional practice. To equip would-be health leaders and workers with comprehensive knowledge and skills in administering health services in various health settings. To stimulate the faculty and students' capacity to undertake quality research especially in identified priority areas, for the enhancement of the quality of human life and for local, regional, and national development. Establish collaborative and cooperative relationship for the purpose of modeling excellence in Nursing, Dentistry, Pharmacy, Midwifery and Medical-Dental Nursing Assistant education, research service and practice. To value every individual as a unique, adaptive person who has worth and dignity and who engages in dynamic, reciprocal interaction with the environment. To collaborate with health consumers and providers in promoting, maintaining, and restoring health and facilitate the provision of accessible, cost-effective, quality health care.
NORSU College of Nursing, Dentistry, Pharmacy, and Allied Health Sciences (CNDPAHS) as an educational institution to become the premier provider of health care education in the country and across the world.
Provide excellent instructions thereby developing competent future health leaders and practitioners who are intellectually and humanely responsive, self-directing and contributing members of the society.
1. Develop innovative approaches towards achieving quality teaching, research, service and practice goals.
2. Contribute to the knowledge base of the discipline through an active program of health care and interdisciplinary research that are responsive to the changing health needs of the population.

The Medical-Dental Nursing Aid (MDNA) course was established in 1994. It started as a two-year program under the Technician Education Institute which previously turned into the College of Technology Education (CTE), a Registered Nurse as the Department Head.
In June of 1996, Midwifery, a two-year course was offered under the same college with a Registered Nurse (also a Registered Midwife) as the Department Head. In 1998, the MDNA Department was established.
The institution, then Central Visayas Polytechnic College (CVPC), in its vision to provide higher educational opportunities that shall make the Filipinos knowledgeable, skillful, technologically useful and responsibly active in the development of society towards the 21st century, opened a four-year course: the Bachelor of Science in Technology Education (BTE) thus its conversion to College of Technological Education (CTE) in 2003 of which the Departments of Midwifery and MDNA are part.
During the school year 2003-2004, the former College of Technician Education changed its nomenclature to the College of Technological Education (CTE) as approved by the CVPC Board of Trustees (BOT) per Res. No. 18 s. 2003. Consequently, the degree Bachelor of Technician Education became Bachelor of Technological Education. That same year, Aviation Technology and Aircraft Maintenance Technology in Bachelor of Technology (BT) changed its nomenclature to Bachelor of Science in Aviation Maintenance (BSAM).
Since 1996, the Midwifery Department has maintained its standard of having a passing score in the board examinations. In the year 2000, the departments of Midwifery and MDNA were fused under the name Allied Health Sciences Department.
In June 25, 2004, the Central Visayas Polytechnic College was converted to the Negros Oriental State University (NORSU) under Republic Act 9299, and the law provides:
Sec. 3 Curricular Offerings - "The University shall offer undergraduate and graduate studies in the fields of arts and science, philosophy, literature, mass communication, teacher education, agriculture and forestry, fishery, engineering and architecture, maritime education industrial and information technology, hotel and restaurant management, tourism, public health, criminology, volcanology, geology, public administration, business and accountancy law, medicine, non-traditional courses and other degrees/courses within its areas of specialization and according to its objectives, particularly to meet the needs of the Province of Negros Oriental and the region."
College of Law
With their aim to produce diligent, dedicated, ethical and competent litigation lawyers, Negros Oriental State University’s College of Law guarantees to provide affordable quality education to students, largely of working students who have the legitimate aspiration to be a member of the legal profession. Equipped with the necessary legal skills, the College of Law trains their students to be proficient and capable in the art of law so they will be infused with the obsession to protect, preserve and promote the rule of law. Also, students are well-taught as this college offers a group of adept instructors who, by field, are honor graduates and exceptional professionals.
For over six years, this college has risen from being less known as it continuous to produce a number of passers on National Bar Examinations. And will still be producing more lawyers in the years to come who could contribute to the improvement of the administration of the legal system in our society, as well as to assure the people of obtaining just, speedy and inexpensive determination of their cases.
The College of Law opened under Board of Regents resolution No. 05 series of 2005 dated February 3, 2005 as authorized under Section 3 of RA 9299 (NORSY Charter) during former university President Henry A. Sojor’s administration, authorizing the state university to offer undergraduate and graduate studies, including, among others, law. With Judge Temistocles D. Diez as CoL’s first dean, the college had their modest and humble beginning having no classrooms to utilize with, thus, conducting classes on Jollibee, lounges within the university, and even on the instructor’s house. Attorney Pearl S. Estacion took office in 2005 as the college dean replacing Judge Diez. College of Law is relatively new compared to the two other existing Law Colleges of Silliman and Foundation University that have been in existing for more than five decades. College of Law has been in existence for almost eight years now.
Negros Oriental State University (NORSU) Graduate School is at present, the largest advance higher educational institution in the province in terms of program offerings and enrolment. Its program offerings include a wide range of educational opportunities for students to develop their academic and career goals. The programs lead to various doctoral and masters degrees which include Doctor of Philosophy, Doctor of Education, and Doctor of Management, Master of Science, Master of Public Health (MPH), Master of Public Management (MPM), Master of Business Administration (MBA), Master of Arts, and Master of Technological Education (MTE). Each degree program has different major areas of specialization for students to choose in line with their interest or lower level academic backgrounds. For those who opt for a non-thesis program, the Graduate School offers the Certificate of Governmental Management. Current enrolment in the Graduate School is more than seven hundred and obviously the biggest in the province.
At present, the Graduate School Office is located on the first floor of the Administration Building next to the office of the Vice-President for Academic Affairs. It is open Monday to Saturday from 8:00 in the morning to 5:00 o'clock in the afternoon.

The NORSU Graduate School understands its task as an investment in human potential and recognizes the inherent worth and dignity of each individual. It seeks to provide advanced and specialized instruction designed to promote academic, scientific and technological competence, advanced professional training, as well as capacity for significant research and extension services relevant to the needs of the Philippines in the 21st century and beyond.
As the academic unit of advanced education in Negros Oriental State University, the Graduate School has the following general objectives:
1. To facilitate acquisition of a clearer and wider perspective in one’s life and work, to provide advanced knowledge and information in various individual disciplines, and to enhance one’s skills and expertise in the field of one’s specialization;
2. To provide training for dynamic and effective leadership in science, technology, government service, business and industry, the various professions, and other fields, in response to the agenda for change dictated by the constantly unfolding challenges of modern life;
3. To encourage independent, intelligent and scientific thinking, which is marked by a broad perspective, openness to new ideas and methods, familiarity with the latest technological advances, thoroughness in approaching problems of the human condition, and ability to adapt readily to change and to changing situations;
4. To stimulate basic and applied research quality, especially in identified priority areas for regional and national development in support of national efforts to evolve a culture of quality, productiveness and development in an increasingly global context; and
5. To foster the development of a sound philosophy of life, marked by a holistic understanding of the intrinsic value of the human individual; a deep appreciation for the highest social values; a firm commitment to ethical imperatives; a readiness to stand up for justice and peace; a sensitivity to the societal and environmental needs of community, country and the world; a readiness.
Negros Oriental State University (NORSU) Graduate School began in 1976 as Graduate Studies Program through the initiative of the late Superintendent Ramon D. Gregorio of the former East Visayan School of Arts and Trades (EVSAT) with Dr. Rosalina C. Tan as Officer-in-Charge.
When EVSAT gained a college status in 1983, it was renamed Central Visayas Polytechnic College (CVPC). In the succeeding year, two graduate programs were offered, one leading to Master of Arts in Teaching Elementary Agriculture (MATEA) and another, to Master of Education (M. Ed.). Prof. Rosalina C. Tan, Ph. D., who was the Vice-President for Academic Affairs, served as Dean of the Graduate School. The MATEA paved the way to the offering of Master of Arts in Educational Management (MAEM). Shortly, doctoral classes were offered with the former Ministry of Education Culture and Sports (MECS) Secretary, Dr. Narciso Albarracin and Mindanao State University (MSU) Vice-President, Dr. Juan R. Francisco, as visiting professors. In 1990, Master of Management, major in Public Management (later Master of Public Management) was opened. Prof. Ruth L. Velasco, Ph. D. succeeded Dr. Rosalina C. Tan as Dean of the Graduate School.
Hon. Henry A. Sojor, Ph. D. assumed the presidency of Central Visayas Polytechnic College in 1991. Consequently, he added new graduate programs with various specializations such as Master of Arts in Teaching (MAT), Master of Arts in Teaching Vocational Education (MATVE), and Master of Technician Education (MTE). The president designated Prof. Adelfa S. Cabanban, Ph. D. Dean of the Graduate School. In 1998, CVPC Graduate School was accredited Level I by the Accrediting Agency of Chartered Colleges and Universities of the Philippines, Inc. (AACCUP). And in 2001, the Graduate School was awarded Level II Accreditation Status under the deanship of Prof. T. Valentino S. Sitoy, Ph. D. In 2005, Prof. Victoria P. Dinopol, Ph. D. became Dean of the Graduate School and her deanship ushered the offering of more new programs such as, Ph. D. in Applied Linguistics, Ph. D. in Educational Management, Ph. D. in Mathematics Education.
Hon. Don Vicente C. Real, Ed. D. assumed the presidency of Negros Oriental State University when Dr. Henry A. Sojor finished his term in June 2012. The new president designated Dr. Peter T. Dayot, Vice-President for Administration and Special Concerns, Dean of the Graduate School after the retirement of Dr. Victoria P. Dinopol in December 2012 with Dr. Pedrina D. Patron as the Assistant Dean.
The priority of the present administration is the accreditation of all of the programs of the Graduate School. Initially, the new dean designated a coordinator for each program to improve the delivery of all related services.
