CHED RECOGNIZES NORSU RESEARCH JOURNAL – PRISM
CHED Memorandum Order (CMO) No. 50 series of 2017 declared PRISM as one of the CHED Journal Incentive Program (JIP) Recognized Journals. The said memorandum,released on May 18, 2017, listed several journals that passed the evaluation done by a team of Technical Experts in accordance to Guidelines for CHED Journal Incentive Program under CMO No. 53, series of 2016, which supersedes CMO No. 5 s. 2012 and CMO No. 42, s 2009.
There are two (2) categories of grants under the Journal Incentive Program (JIP):
JOURNAL CHALLENGE (JC) and JOURNAL INCUBATOR (JI).
NORSU was named under the JOURNAL INCUBATION category for 2017-2019, which is meant for journals that show promise towards the path to meet the minimum generally accepted standards for Scopus and Web of Science (WoS) indexability.
The Journal Incentive Program, which supersedes the Journal Accreditation Service (JAS), created by CMO No. 5, series of 2012, aims to sustain the CHED supported initiatives of Philippine HEIs, private and public, as well as scholarly and scientific organizations, to pursue quality, research integrity and honesty, and ensure adherence to international standards.
Several other SUCs were recognized and listed under the JOURNAL INCUBATION
category; journals published by Philippine Normal University, Lyceum of the Philippines University–Batangas, University of Science and Technology of Southern
Philippines/MUST, National College of Public Administration and Governance,
University of the Philippines–Diliman, Philippine Society of Otolaryngology–Head and Neck Surgery, Our Lady of Fatima University and the Bicol University.
The CHED-JIP Recognized Journals are entitled to the incentives stipulated in CMO No. 53, s 2016. Under the JOURNAL INCUBATION GRANT, NORSU PRISM will receive the CHED-JIP cash award in the amount of Php400,000.00 per year for a period of three (3) years. It will also receive Technical support by CHED in providing the digital platform “PORTAL FOR ACADEMIC KNOWLEDGE (PAK)” for online article submission, refereeing and manuscript tracking and CHED endorsement for library subscription. The recognized NORSU PRISM automatically is nominated for the CHED REPUBLICA: Journal of the Year (JI) Category.
The status accorded to NORSU PRISM under the CHED Journal Incentive Program shall be valid for three (3) years. The PRISM Editor-in-Chief Dr. Michael P. Baldado asserts that to maintain the JIP recognition, the journals must provide proof of application and acceptance to Scopus (Elsevier) and WoS (Thomson Reuters); develop a journal webpage for online access; implement a short submission-to-publication time; increase article citation; supply proof of journal influence and publication engagement; and attract foreign editors, referees, and authors. Dr. Baldado is optimistic that in the next evaluation period, the PRISM Journal aims to be recognized under the higher level, Journal Challenge Grant Category, wherein the impact factor (IF) and /or Scimago Journal and Country Rank (SJR) can be improved.
The Acting Vice President for Research, Extension and International Linkages (REXIL), Dr. Merivic G. Catada is encouraging faculty members to submit their research papers, which can lead to more publications, awards and recognitions. She further reminded, “the CHED Memorandum Order (CMO) No. 40, s. 2008 requires academics to have at least a master degree and “to be fully implemented by AY 2011-2012.” Being so, the award of tenure /permanent status usually commences when one reaches assistant professor level. At this rank and higher, a graduate degree requires the conduct of a research for the thesis requirement, thus initiating the academic to the scholarly world. Most HEI’s go further by requiring not merely a master’s degree but a publication in a peer-reviewed journal”. She cites the rationale of the CHED Journal Incentive Program (JIP) that the inclusion of scholarly and scientific writings in high-quality journals is often viewed as a mark of achievement, and, in the academic world, a key criterion for tenure and promotion and other scholarly recognitions.
The amendments to the 2009 CHED Journal Accreditation Service (JAS), CHED
Memorandum No 5 s. 2012 states that publication of research outputs of academics “in refereed journals has become a universal requirement for tenure in higher education institutions. This requirement hinges on the assumption that peer-reviewed or refereed journals of research are publications of high quality, credibility and integrity. Journals have always played a conventional and central role in stimulating research and scholarship in Philippine Higher Education Institutions (HEIs), CMO CHED Memorandum Order (CMO) No. 50 series of 2017 hence supersedes CMO No. 5 s. 2012.
University President Joel P. Limson praises the PRISM editorial Board for the
achievement, as the recognition will certainly boost NORSU’s eligibility to fulfill SUCs Leveling criteria.
