Abstract

This historical narrative seeks to retell and analyze the establishment of Guihulngan Vocational High School (GVHS) in 1958 to a composite part of the East Visayas School of Arts and Trades (EVSAT) as Guihulngan Vocational School in 1961 to Central Visayas Polytechnic College (CVPC) in 1983, into Negros Oriental State University (NORSU), Guihulngan Campus in 2004. The researcher collected data through documentary research and interview with a key informant. The creation of Guihulngan Vocational High School has an interlaying of factors. Its progress was an interwoven relationship of various indicators, a) political - infrastructure projects, and political sponsorship in significant Resolutions and ordinances enacted starting from its conception in 1957 until its conversion from a vocational high school to a state College in 1983 and the incorporation into a State University in 2004; b) economic – as an avenue that will address the growth of the municipal’s industries, sources for revenue collection and city income that needs advancement; and c) social - which are health, public, educational services, and peace and order the status quo sit where there is clear, harmonious relationship with the city officials and residents with the social alternations of the environment. These political, economic, and social indicators are not different; instead, they work hand in hand as determining factors in establishing and developing the school.

Resolution no. 61, s. 1958, September 15, 1958 – the establishment of the Vocational High School in the Municipality of Guihulngan, Province of Negros Oriental.

Resolution no. 64, s. 1971, April 23, 1971 – Guihulngan Vocational High School has invested several thousands of money for ground improvements and construction of buildings

Resolution no. 61, s. 1972, March 3, a972 – Pursuant to Resolution no. 8, minutes no. 1 series of 1972, of this Municipal Council, requesting Honorable Director, Bureau of Vocational Education, Manila, thru the Principal, Guihulngan Vocational High School, this Municipality, to offer First and Second year classes in College level.

Resolution no. 123, s. 1972, May 12, 1972 – Resolution no. 8 current series of this Municipal Council, requesting for the opening of First and Second year classes in the college level, in the Guihulngan Vocational High School was sent to the Bureau of Vocational Education, Manila.

Resolution no. 134, s. 1972, June 2, 1972 – Received and read before the municipal council, 1st Indorsement letter of Mr. Gonzalo B. Bulaclac, Superintented, EVSAT, addressed to the Honorable Mayor, his municipality, indorsing a letter addressed to the Honorable Mayor, this municipality, from Honorable Andres R. Asistin, Director, Bureau of Vocational Education, Manila, enumerating the conditions and requirements with which the Guihulngan Vocational High School may be granted the authority to offer two-year college (Trade-Technical course).

Resolution no. 160, s. 1972, July 7, 1972 – Guihulngan Vocational High School needs to expand its school grounds to the seashore so as to improve facilities and to giver students more space for recreation.

Resolution no. 218, s. 1972, September 22, 1972 – On motion of Councilor Honorata A. Martinez, duly seconded by Vice Mayor Ernesto A. Reyes, the council RESOLVED, as it is hereby resolved, to request Mr. Francisco Yee, Municipal Development Officer, to submit a project proposal for the Multi-Purpose Pavement for the Guihulngan Vocational High School so that the letter of request made by the Principal of the Guihulngan Vocational High School for this purpose can be properly acted upon by this council.

Resolution no. 8, s. 1973, January 12, 1973 – WHEREAS, the Bureau of Vocational Education, after a number of request made by this council, has finally approved and authorized the opening of two-year technic courses in the college level in the Guihulngan Vocational High School beginning with the school year 1973-1974.

Resolution no. 43, s. 1973, March 2, 1973 – Read before the council, is a letter of Mrs. Fausto D. Aragones, Principal, Guihulngan Vocational High School, requesting for presentation, from the local and the provincial government to His Excellency, President Ferdinand E. Marcos, to convert the Guihulngan Vocational High School by way of a Presidential Decree, into Guihulngan Vocational College.

Resolution no. 44, s. 1973, March 2, 1973 – WHEREAS, the Municipal Council has received a number of requests from students of Saint Francis College Regarding the reported plan to close their college department.

Resolution no. 136, s. 1973, July 20, 1973 – WHEREAS, the Municipality of Guihulngan most especially her 1ntertor barrios bordering the boundary of the municipalities of Binalbagan, Isabela and Noices Padella has a vast reserve of fortile underdeveloped agricultural land which if properly developed and cultivated to modern agriculture can fully generate the desired economic progress for this municipality and the neighboring municipalities as well under the program of the New Society as established by His Excellency, President Ferdinand E. Marcos.

Resolution no. 149, s. 1973, August 17, 1973 – WHEREAS, in the examination results of the latest teachers examination, quite a number of teacher-applications who passed the examinations are bonafido residents of Guihulngan, Negros Oriental.

Resolution no. 121, s. 1974, August 9, 1974 – WHEREAS, the Guihulngan Vocational High School is a public School under the control and supervision of the Bureau of Vocational Schools, Department of Education and Culture, established sometime and the neighboring municipalities which at that particular time needed a vocational high school only.

Resolution no. 125, s. 1974, August 9, 1974 – WHEREAS, the Guihulngan Vocational High School has formally announced the opening of its college department and one of the courses being offered is the automotive course which is still lacking in materials for its teaching aids.

Resolution no. 126, s. 1974, August 9, 1974 – WHEREAS, the Guihulngan Vocational High School, a government operated institution is now offering an automotive course in the college level.

Resolution no. 117, s. 1977, August 5, 1977 – WHEREAS, the Guihulngan Vocational High School, a public high school situated in this municipality, is in need of a lunch counter for the use of the students and occasionally of government employees during seminars and conferences which are often held in that school.

Resolution no. 72, s. 1978, June 9, 1978 – WHEREAS, the sangguniang Bayan of Guihulngan approved and passes in its Resolution No. 121, series of 1974, requesting His Excellency, President Ferdinand E. Marcos, to decree for the conversion of the Guihulngan Vocational High School into a State College in order to serve the increasing need to further expand the services of that school.

Resolution no. 71, 1979, May 23, 1979 – WHEREAS, it has been observed that the number of students who graduated in the intermediate schools in the last school year has consistently increased.

Resolution no. 72, 1979, May 23, 1979 – WHEREAS, there has been numerous request by students who graduated in the Guihulngan Vocational School and those of others schools for the opening of more college technical course in the Guihulngan Vocational School.

Resolution no. 76, 1979, June 1, 1979 – WHEREAS, the Guihulngan Vocational High School, a government institution in this municipality, has been confronted each year with the problem of accommodating student applicants for enrolment in that school which are already in excess of what the present teaching staff can take.

Resolution no. 86, 1979, June 15, 1979 – WHEREAS, the Guihulngan Vocational School, a government institution established in this municipality, has an excess applicants for enrollment of more than TWO HUNDRED (200) students.

Resolution no. 112, 1980, June 20, 1980 – WHEREAS, it has been observed that vehicular traffic in the vicinity of Saint Francis School and the Guihulngan Vocational School is particularly dangerous to the student especially during the rush hour in the morning, at noontime and in the afternoon.

Resolution no. 143, 1980, July 25, 1980 – WHEREAS, it has been observed that motor vehicles are driven at high speed even in the vicinity of the hospital and the schools along the national highway.

Resolution no. 144, 1980, July 25, 1980 – WHEREAS, it has been observed that students of the Guihulngan Vocational High School and Saint Francis School, this municipality, and other pedestrians, occupy a greater portion of the national highway during the rush hours.

Resolution no. 16, 1983, January 31, 1983 – WHEREAS, the Guihulngan Vocational School is anticipating an increase in the enrollment for school year 1983-1984.

Resolution no. 28, 1984, February 24, 1984 – WHEREAS, taking into consideration that this municipality has been classified as a Second Class municipality and would soon become a first class municipality.

Resolution no. 29, 1984, February 24, 1984 – WHEREAS, the Municipality of Guihulngan is considered the biggest Municipality in the Province of Negros Oriental in point area and populations.

Resolution no. 138, 1984, August 17, 1984 – WHEREAS, paragraph f, section 94 of Batas Pambansa Bilang 337 otherwise known as Local Government Code, provides among others that Barangay Officials shall “be exempted during their incumbency from paying tuition and matriculation fees for a maximum of four (4) of their legitimate dependent children attending Public High Schools and for a maximum of two (2) of their legitimate dependent of children attending state College and Universitiesâ€.

Resolution no. 143, 1984, August 17, 1984 – WHEREAS, it has been observed that of the elementary school graduates in the rural areas can not afford to study in the Poblacion because of the high cost of board and lodging which is beyond the reach of the rural residents.

Resolution no. 85, 1985, June 28, 1985 – WHEREAS, upon representation made by the CAT I Commandant, Mr. Alberto Enabe, this body found out that the Hilaitan Municipality High School is in need of drums and bugles in connection with their CAT I.

Resolution no. 84, October 6, 1997 – WHEREAS, the Plagatasanon Agricultural High School is a Congressional creation (House Bill # 3574, Republic Act # 7128) to cater to the educational needs of the remote barangays whose livelihood depend largely on farming.

Resolution no. 98-111, October 21, 1998 – WHEREAS, Central Visayas Polytechnic College (CVPC) has steadfastly made quality education accessible to poor but deserving students thereby ensuring a better and brighter future for them.

Resolution no. 2000-20, February 23, 2000 – WHEREAS, submitted to this Office is PBAC Resolution No. 2000-02, recommending to the Sangguniang Bayan to authorize the municipal Mayor to undertake the procurement of various construction materials for the construction of 2-comfort rooms and septic tank at CVPC-Guihulngan Campus.
