About the NORSU REC

Supporting independent, transparent, competent, timely, and consistent ethical review while protecting the rights, dignity, safety, welfare, and well-being of research participants.

Research Ethics at NORSU

The Negros Oriental State University Research Ethics Committee is part of the University's human-participant protection system. The Research Ethics Manual describes research ethics committees as essential components of this system and calls for independent and quality review and monitoring of applicable research involving human participants.

Within the institutional structure, the NORSU REC is under the administrative oversight of the Vice President for Research, Development, and Extension. The Manual nevertheless requires the Committee to maintain full independence when rendering ethical review decisions.

Independent Ethical Review

Administrative oversight does not replace the REC's independence in evaluating research and making ethical review decisions.

Research Ethics Manual 2025

The Manual serves as NORSU's official guide for the ethical conduct of research, extension, innovation, technology development, and scholarly activities. It provides guiding principles, ethical standards, policies, procedures, and responsibilities.

What the REC Does

The Research Ethics Manual identifies the following core responsibilities of the Committee.

Review Research

Review the scientific merit and ethical acceptability of research involving human participants.

Issue Ethical Approval

Issue the ethical approval required for implementation of research reviewed and approved by the REC.

Protect Participants

Establish mechanisms to protect participant rights and promote safety, welfare, and well-being.

Support Consent & Confidentiality

Promote proper documentation and adherence to confidentiality requirements and informed-consent policy.

Monitor Approved Research

Monitor the progress of ongoing research and address changes, unanticipated problems, and relevant ethical concerns.

Maintain Accountability

Keep systematic and organized records of proposals reviewed, actions taken, and other pertinent information.

Responsible Research

NORSU's Research Ethics Manual sets principles intended to guide ethical, accountable, safe, and responsible scholarly work across the University.

Quality

Research should meet standards of excellence and contribute meaningfully to development and innovation.

Honesty

Objectives, methods, findings, funding, and outputs should be represented truthfully.

Objectivity

Research should be conducted free from inappropriate bias in design, implementation, analysis, and interpretation.

Integrity

Researchers should uphold professional commitments and avoid fraud, plagiarism, and data manipulation.

Carefulness & Safety

Accurate records, diligence, and the safety and welfare of researchers and participants are emphasized.

Openness

Responsible collaboration, scholarly dialogue, and appropriate sharing of findings are encouraged.

Intellectual Property

Patents, copyrights, contributions, and other intellectual-property rights should be respected and protected.

Human & Animal Welfare

Research involving humans or animals should comply with recognized ethical standards.

Responsible Publication

Research dissemination should reflect responsible scholarly and publication practices.

Social Responsibility

Research should recognize its responsibilities to communities, society, and the public interest.

Authorship

Authorship and acknowledgment should appropriately reflect scholarly contributions.

Committee Composition & Independence

The Manual establishes structural safeguards intended to support competent, diverse, and independent ethical review.

Multidisciplinary and Multi-sectoralMembership should provide relevant expertise and adequate age and gender representation.
Community PerspectiveThe REC includes a non-medical, non-scientist member representing community interests and concerns.
Non-affiliated RepresentationAt least one member should be independent of the institution or research site.
Official AppointmentREC officers and members are officially appointed by the NORSU President.
Conflict of InterestPotential conflicts should be disclosed; members with a conflict do not participate in deliberation and decision-making on the affected study.
Training & Continuing EducationMembers undergo initial and continuing training in research ethics.
Independent ConsultantsQualified external consultants may provide specialized expertise but do not participate in REC decision-making.
Institutional SupportThe University supports the REC with staff, facilities, and resources needed to carry out its responsibilities.

Who the Ethics Framework Serves

The Manual states that its ethical standards, policies, and procedures govern research-related activities involving members of the University community, collaborators, and research participants.
