Meetings & Deliberations

Regular & Special Meetings

The Research Ethics Manual provides for regular Committee meetings and allows special meetings for urgent matters as determined by the REC Chair.

Regular Meetings

The Manual states that the REC shall regularly meet as a committee every second Wednesday of the month.

Special Meetings

Special meetings may be held to consider urgent matters when decided by the REC Chair.

A valid quorum also requires the presence of at least one non-medical/non-scientist member and one non-affiliated member for decisions on proposed research. Without these required members, there is no quorum.

Required RepresentationQuorum is not based only on headcount; the required non-scientist and non-affiliated perspectives must also be present.
Transparent & Collegial DeliberationThe Manual states that REC deliberations shall be characterized by transparency and collegiality.
Consideration of Diverse ViewsThe REC's SOP should describe how a final decision is reached, with special effort to consider the views of non-scientist and/or non-affiliated members.
Resolve Strong ObjectionsStrong objections raised during review should be addressed and reasonably resolved.

Conflict of Interest

Members involved in a study or project under consideration must disclose the potential conflict. Participation in review is then handled according to the Committee's conflict-of-interest safeguards.

A member with a conflict of interest is not present during deliberation and decision-making. A member who is the principal investigator or researcher may remain only to answer questions for clarification, then leaves before deliberation and the decision.

Why this matters

Conflict-of-interest safeguards support the REC's responsibility to conduct independent and impartial ethical review while protecting research participants and maintaining confidence in Committee decisions.

The Manual requires REC documentation and communication to be dated, filed, and archived, and calls for templates for meeting agendas and minutes.

Meeting agendas form part of the REC's documented records and should follow established templates.

Minutes of REC meetings are documented and archived as part of the Committee's recordkeeping system.

Archiving

REC communications and documentation are dated, filed, and archived to support organized records and accountability.
