The office boosts NORSU'S standing internationally in research, instruction, extension, and production via establishing connections, fostering relationships, and exchanging information with foreign partners. Dr. Teresito C. Bacolcol, Director IV of DOST PHIVOLCS, delivered two lectures at Negros Oriental State University. Director Bacolcol initially discussed GPS movements linked to the recent earthquakes in the Philippines during a session with 3rd and 4th year students majoring in Geology and Geothermal Engineering. During the afternoon session, his lecture is on Disaster Resilience and the involvement of DOST-PHIVOLCS. The audience includes Vice Presidents, Deans, Department Chairs, and faculty members of the Physics, Chemistry, and Biology. The aforementioned lectures intend to enlighten the NORSU community on the importance of readiness, the core of scientific research and cooperation, disaster assessment, and technologies that help in rescuing lives and the consequences of natural calamities. The Geology Department organized this lecture with Dr. Craig N. Refugio, who is the Director of the Office of International Linkages and the Acting Director of the Office of University Research.
The Faculty of the Department of Communication at NORSU participated in the Global Virtual Exchange Summit 2024, held online from August 28 to 29, 2024. Hosted by the School of Continuing Education, Hong Kong Baptist University, the summit focused on cultural exchange and global citizenship. Representing NORSU were Dr. Craig N. Refugio, Director of the Office of International Linkages; Dr. Ralph A. Cardeño, Director of the Office of Curriculum and Instruction; Dr. Sonia B. On January 1, 2023, Dr. Sheila Royo Maxwell, a visiting scholar under the FULBRIGHT-HAYS SCHOLARSHIP GRANT from Michigan State University's School of Criminal Justice, selected Negros Oriental State University (NORSU) as her research station. Her research paper, titled 'Governance for Environmental Sustainability: Using Procedural Justice to Elicit Trust and Compliance to Environmental Laws and Regulations in Protected Areas in the Philippines,' aims to contribute to the field of environmental governance.
The primary objective of Dr. Maxwell's visit is to strengthen the collaborative ties between the two institutions, particularly in the area of research. In reciprocation, NORSU has granted Dr. Maxwell full access to all facilities, technological infrastructure, and other services necessary for the successful conduct of her research.

The Negros Oriental State University and KiLSA Global signed a Memorandum of Understanding (MOU) on June 19, 2023. The MOU serves as the foundation for cooperation between the organizations, aiming to enhance academic and cultural partnerships. The collaboration includes offering joint degree programs and strategically partnering in the International Nurse Onboarding Program (INOP). The MOU, funded by the German Federal Ministry for Economic Development and Cooperation (BMZ), serves as the cornerstone for cooperation between the organizations, with a focus on enhancing academic and cultural partnerships. Furthermore, the MOU strengthens the commitment to support the university's Research, Innovation, and Extension Development.

On October 12, 2023, Negros Oriental State University (NORSU) hosted thirty university heads and administrators from Indonesia, Malaysia, and Germany. The visit was part of a five-day project titled 'Nurturing a Culture of Excellence in University Management through Leadership Development and Partnerships,' held from October 9 to 13, 2023. The initiative was conducted under the support of the Dialogue on Innovative Higher Education Strategies (DIES) program, initiated by the German Academic Exchange Service and funded by the German Federal Ministry for Economic Cooperation and Development.
During the lecture, Dr. Noel Marjon E. Yasi, a practitioner in the fields of sociology and christian psychology, delivered a lecture on 'Quality Management and Christian Values.' The event aimed to facilitate discussions on cooperation in university management among the participating institutions.
A Memorandum of Understanding (MOU) has been signed between institutions in Indonesia and the Philippines, fostering a joint venture in Research, Instruction, and Extension. The participating higher education institutions include Universitas Kristen Duta Wacana, Universitas Halmahera, Universitas Kristen Wira Wacana Sumba, and Universitas Ottow Geissler Jayapura from Indonesia, along with Centro Escolar University and Saint Paul University-Dumaguete from the Philippines. The implementation of the MOU is an ongoing project, and collaborations are scheduled for 2024.

Negros Oriental State University participated in the EduCanada Pathways to Partnerships Infosession on Hospitality, Tourism, and Culinary Programs on August 4, 2023. The Embassy of Canada introduced the World Food Expo to facilitate mutually beneficial collaborations and partnerships with Canadian public and private institutions in areas such as continuing education, industry training, mobility programs, joint programs, exchanges, and other opportunities. These initiatives aim to enable institutions to leverage Canada’s strengths in continuing/adult education.

On December 20, 2023, Negros Oriental State University and Universiti Putra Malaysia conducted a collaborative meeting aimed at fostering understanding in the areas of Research, Instruction, Innovation, and Extension. The discussion encompassed potential collaboration in Fisheries, Agronomy, Agri-Business, Management, Information Technology, Business Administration, Accounting, Human Resource Management, Psychology, and Mathematics. A key agreement reached during the meeting involved planning a series of faculty exchange programs through lectures scheduled for 2024.
