This office's duty is closely linked to NORSU's broad objectives; it is to draw attention to and recognition in the fields of instruction, research, extension, and excellence in production at the local, regional, national, and worldwide levels.
The office boosts NORSU'S standing internationally in research, instruction, extension, and production via establishing connections, fostering relationships, and exchanging information with foreign partners. The university's dedication to quality and service to the Philippines and the world community is in line with the worldwide connections that have been formed. These connections provide channels for knowledge sharing. cooperative research, and the advancement of best practices. The Office of International Linkages becomes a crucial component of NORSU's plan to meet its VMGO as a result of these initiatives.

This marks Leo’s second visit to NORSU, strengthening cross-cultural learning and language exchange opportunities for students.
The program aims to enhance language proficiency and cultural understanding among participants through interactive sessions with native speakers.




The training featured Dr. Benjamin Ambrosio, a professor from Normandie University in France, and Dr. Allison Freed from the University of Central Arkansas. They discussed “Math and Science Education: Virtual Collaborative International Learning for Higher Education Faculty and Staff.”
Faculty members and staff from NORSU and other HEIs participated in the session. The activity is part of the university’s efforts to strengthen its academic network and global presence.


The signed agreement seeks to establish a collaborative partnership between the two parties to promote and enhance the practice of volunteerism as a means to achieve national development and global awareness, as specified in Republic Act 9418.
The agreement's scope regarding activities includes: (1) joint benefits and optimization of volunteerism for development, (2) GEID facilitating the promotion, recruitment, and development of both international and Filipino participants for international and/or local voluntary service, and (3) volunteers providing support for various social development services of NORSU.

This collaboration opens doors for international experiences and volunteer programs in Europe.



The orientation was attended by Deans, Assistant Deans, and Program Chairpersons from the College of Engineering and Architecture, College of Arts and Sciences, College of Teacher Education, College of Industrial Technology, College of Nursing, Pharmacy, and Allied Health Sciences, College of Business Administration, and the Graduate School. Participants from NORSU’s external campuses and the Pamplona Extension, including their respective Campus Administrators, Deans, Assistant Deans, and Program Chairpersons, joined the session virtually via Zoom.
This collaboration between NORSU and GIED underscores a shared commitment to advancing social development services and providing faculty and students with expanded international engagement opportunities.





Chen expressed optimism about the partnership, emphasizing its potential to foster academic innovation and global connections, focused on faculty exchange, instruction, and research collaboration. The meeting was facilitated by the Office of International Linkages of NORSU. Moreover, representatives from both parties discussed mutual goals and formalized plans for future initiatives benefitting the College of Industrial Technology (CIT) and the College of Engineering and Architecture (CEA).
Present during the meeting were Dr. Arcie Nogra, Campus Administrator for Mabinay; Dr. Joseph Vill Villanueva, CEA Dean; Dr. Herminio Tinguban, CIT Dean; along with Assistant Deans, Program Chairpersons, and faculty members from across campuses.
The meeting concluded with both parties expressing enthusiasm about drafting a formal agreement in the coming months, with plans to implement joint projects and exchanges in 2025.

This engagement reinforced NORSU's commitment to innovation and societal impact, aligning with its vision of advancing education and research excellence. The discussion offered valuable insights into how universities can effectively contribute to societal development while fostering global competitiveness.


The purpose of Phase 2 was to implement strategic foresight activities, particularly by creating and submitting a comprehensive application for an innovation-centered global ranking.
Participants of the training presented their university's innovative programs and were evaluated by Dr. Adrian Ybanez, VP for Research and Development at Cebu Technological University, the resource speaker and trainer for the training. During his discussion, Dr. Ybanez stated that when creating a project, there are two options: (1) high impact, which can aid in professional development, and (2) corporate social responsibility (CSR), which involves operating in an ethical, socially responsible manner. Hence, "it is important to know the type of niche that can help your innovation," he remarked.
In his closing remarks, Dr. Craig N. Refugio, the Director of the Office of International Linkages, commended the participants for their active engagement and innovative presentations. He encouraged everyone to finalize and submit their outputs, emphasizing the significance of their contributions.


To support NORSU’s participation in this esteemed ranking, a webinar was conducted to outline strategic directions and provide critical insights regarding two forthcoming events. The first is the WURI 2025 Annual Conference, scheduled for early summer 2025, under the leadership of the Hanseatic League of Universities. This prestigious gathering will be hosted by a consortium of three Philippine universities and led by Dr. Noel Marjon E. Yasi.
Additionally, the WURI Global Conference is set to take place from September 24 to 26, 2025, at Tongmyong University in Busan, South Korea. These events are expected to advance NORSU’s global positioning by fostering international collaboration, showcasing innovative practices, and further strengthening the university’s commitment to educational excellence on a global scale.


The event was graced by the inspiring words of University President, Dr. Noel Marjon E. Yasi, who underscored the importance of transformation in academic and personal growth. Quoting Max DePree, he reminded everyone: "We cannot become what we want by remaining what we are."



The event featured two distinguished guest speakers: the former CHED Commissioner, Dr. Aldrin A. Darilag, and Cebu Technological University (CTU) Vice President for Research and Development, Dr. Adrian Ybañez. Their insights highlighted the importance of strategic foresight and innovation in achieving global competitiveness.
Dr. Noel Marjon E. Yasi, the University President, formally opened the activity with a welcoming message to the participants, emphasizing the university’s dedication to pursuing excellence on an international scale. Dr. Craig N. Refugio, the Director of the Office of International Linkages and Chairperson of the WURI Ranking Committee, delivered an inspiring message on NORSU's potential pathways to success in the WURI ranking. His contribution underscored the university’s commitment to advancing its global standing through innovative and strategic approaches.


This year’s theme, "Advancing Data and Statistics Through Digital Transformation: A Road to an Empowered Nation," reflects the university's commitment to supporting initiatives that foster data-driven decision-making and innovation.

In the morning session, Director Bacolcol discussed GPS movements linked to the recent earthquakes in the Philippines with 3rd and 4th year students majoring in Geology and Geothermal Engineering. During the afternoon session, his lecture focused on Disaster Resilience and the involvement of DOST-PHIVOLCS. The audience included Vice Presidents, Deans, Department Chairs, and faculty members from the Physics, Chemistry, and Biology departments.
The lectures were intended to enlighten the NORSU community on the importance of readiness, the core of scientific research and cooperation, disaster assessment, and the technologies that assist in saving lives and addressing the consequences of natural calamities.
This initiative was coordinated by the Office of International Linkages, led by Dr. Craig N. Refugio, who is also the Acting Director of the Office of University Research.

NORSU’s participation is a direct result of the ongoing partnership between Hong Kong Baptist University and NORSU's Department of Communication.
The summit provided a platform for experts, practitioners, and policymakers to share insights, best practices, and research in virtual exchange, emphasizing the role of collaboration in transforming education.


The goal of this project was to cultivate students' intercultural competencies. Through the powerful medium of film—serving as a unique lens into diverse cultures—students explored values, traditions, and social issues in a meaningful way. By critically engaging with films deeply rooted in various cultural contexts, students gained valuable insights and a deeper understanding of cultural diversity.
The meeting was attended by Dr. Craig N. Refugio, the Director of the Office of International Linkages, Dr. Ralph A. Cardeño, the Director of the Office of Curriculum and Instruction; Dr. Sonia B. Sygaco, the Program Chairperson of the Department of Communication under the College of Arts and Sciences, along with the department’s faculty members namely, Prof. Gherlene Mae B. Rafols, Prof. Richelle Lou O. Davido, Dr. Sami Khayat, and Mr. Jazzie Mate Ocao.

The session provided valuable information and guidance on studying abroad. It was attended by Dr. Craig N. Refugio, the Director of the Office of International Linkages, Prof. Annie Rose Taguba, the Director of CARE Center, Prof. Julio E. Ventolero, the Director of the Office of Student Affairs, and all graduating students from various Colleges across campuses.


The first phase of this collaboration took place in 2023 and was spearheaded by Prof. Lilibeth Bucol, MScBio, who served as the OIC Chairperson at that time.





Becoming a member was a significant milestone, showcasing the institution’s dedication to providing high-quality education through international collaboration and ASEAN integration.
Since joining, the Office of the International Linkages have continued to work with local partners on various initiatives (e.g., webinars during the pandemic) which were all focused on advancing education and culture across Southeast Asia.


Known for producing quality graduates, NORSU's ranking reflects its commitment to excellence. Out of the 303 HEIs that participated in the ranking, NORSU secured the 180th spot with a total of 5823 points across twenty-five criteria. These criteria, including comprehensiveness, stability, balance, logic, and fairness, highlight the university's dedication to providing a well-rounded education.
The ranking is based on various aspects, such as the management of higher education institutions, the impact of the overall educational process, scientific research, internationalization efforts, and the university's relationship with society and the labor market. NORSU's achievement underscores its reputation as a leading institution in higher education.

COIL is a pioneering organization dedicated to the field of Globally Networked Learning (GNL). This approach to teaching and learning offers creative and affordable strategies for internationalizing education. COIL programs encourage professors and students to engage with peers from around the world in multicultural online and blended learning settings. These experiences prioritize hands-on collaboration among students, enriching their learning journeys.
The newly acquired membership opens a new avenue for NORSU to attain globally competitive human capital.

Dr. Craig N. Refugio, the Director of the Office of International Linkages, and Dr. Ralph A. Cardeño, the Director of the Office of Curriculum and Instruction, participated in the two-day conference aimed to promote building international and local linkages in future COIL projects. The focus was on planning and developing concrete COIL projects aimed at enabling participants to appreciate and share experiences and best practices from different regions and to network on Online International Learning with the theme “We Demand: Forward-Thinking, Sustainable, Humane, and Innovative Options Now.”
On the other hand, the keynote speaker during the conference was Atty. Lily Freida Milla, the Deputy Executive Director and Director III of International Affairs of the Commission on Higher Education.

Dr. Rose Marie T. Pinli, the Vice President for Academic Affairs, and Dr. Craig N. Regio, the Director of the Office of International Linkages, were among the important NORSU leaders present at the formal partnership meeting. Also in attendance were Program Heads, Deans, Assistant Deans, Center Directors, and Campus Administrators. Representing the Wadhwani Foundation were Amormia Rhodora J. Rosales, MA, the Country Lead and Senior Program Manager-PH, and Minerva Pelobello Gadian, the Associate Program Manager & Consultant Wadhwani Skills Network, South East Asia.
The program is set to be implemented before the second semester ends and during the next school year, allowing graduating students to upskill in preparation for their employment.

The NORSU Administration is committed to fostering international collaborations not only locally but also internationally.

The seminar aimed to advance the university’s strategic goal of strengthening local and international partnerships by equipping participants with cutting-edge knowledge in quantitative research. This initiative also emphasized the university's commitment to fostering academic excellence, promoting research, and extending access to valuable, up-to-date resources for students, educators, and professionals in related fields.
A highlight of the event was the signing of the Memorandum of Agreement (MOA) between NORSU and the Humanities Division of the University of Hawaii at Hilo, USA, marking a significant step toward expanded collaboration in academics, research, and extension programs.
The seminar was attended by students from the Graduate School of Education, educators from public and private schools, and representatives from other higher education institutions (HEIs) across the province and neighboring Siquijor, showcasing a shared commitment to advancing education and research in the region.

The primary objective of Dr. Maxwell's visit is to strengthen the collaborative ties between the two institutions, particularly in the area of research. In reciprocation, NORSU has granted Dr. Maxwell full access to all facilities, technological infrastructure, and other services necessary for the successful conduct of her research.

During the lecture, Dr. Noel Marjon E. Yasi, a practitioner in the fields of sociology and christian psychology, delivered a lecture on 'Quality Management and Christian Values.' The event aimed to facilitate discussions on cooperation in university management among the participating institutions.
