NORSU Mabinay campus was at first a technical and vocational college known as Mabinay Institute of Technology or M-I-T. Established on June 15, 1997 by the Sangguniang Bayan through the Municipal Resolution No. 94.
NORSU Mabinay Campus offers the following courses: Bachelor of Science in Criminology, Associate in Criminology, Bachelor of Science in Hospitality Management, Associate in Hospitality Management,Bachelor of Science in Office Systems Management, Bachelor of Science in Industrial Technology, Bachelor of Science in Business Administration, Bachelor of Science in Computer Science, Bachelor of Elementary Education, Bachelor of Secondary Education and Bachelor of Technology Education.
SB Resolution No. 94, s. 1994 provided the legal foundation of Mabinay Institute of Technology, funded jointly out of the province and municipal funds. MIT was a complete technical college operated with the approval of the Dept. of Education, Culture, and Sports. However, its operation did not last long.
June 25, 2004, thru R.A. 9299, s. 2004, CVPC was converted into Negros Oriental State University integrating therewith colleges including MIT in the municipality of Mabinay.
June 15, 2009, NORSU Mabinay Campus was realized. By then, MIT was no longer operational, Hence Mabinay Campus started with nothing except the two buildings left by MIT.
NORSU Mabinay Campus started its operation with 340 students A.Y. 2009-2010 offering free from all fees during the 1st semester. Miscellaneous Fee amounting to Php 750.00 was collected from the students on the 2nd semester. Student fund was collected from the students starting SY 2010-2011. The said students’ fund fee has helped NORSU-M a lot in its starting years of operation. BOR Resolution No. 29 s. 2009, approval of the budgetary realignment of Maintenance and Other Operating Expenses (MOOE) from the CY 2009 General Fund in the total amount of Php 2 Million for the opening of NORSU Mabinay Campus. Sanguniang Bayan Resolution No. 103 s. 2010, Ordinance No. 22, Provision of Scholarship Grant for Poor but Deserving Students residing within the Municipality of Mabinay. This includes an Annual Socio-cultural Subsidy of Php 100,000.00 for NORSU Mabinay Campus.
SB Resolution No. 18 s. 2012 giving authority to the Municipal Mayor to donate Lot No. 4289, Pls 146 with an area of 4.45 hectares to NORSU Mabinay Campus. Succeeding years were a total collaboration with the LGU of Mabinay-to promote and advertise the existence of NORSU in the locality.
