This resolution and ordinance stipulated the appropriation for the operation and maintenance of SCC. It has been conceived as college, for and by the people. SCC is a public school maintained and operated by the Local Government Unit of Siaton. It opens its doors to all qualified students by offering tertiary and secondary education during the administration of President Corazon C. Aquino when she enacted a law nationalizing all departments which are now funded by the national government leaving the college department in the hands of the Local Government Unit ( LGU) on the same year with 105 1st enrolled students from the three programs: Agricultural Science (offered only for 1 year), Two-Year Junior Secretarial (offered from 1977-2005), and General Course (offered only for 2 years).
In the School Year 1980-1981, SCC applied Elementary (Bachelor of Elementary Education) and Secondary Education (Bachelor of Secondary Education) and sought approval for the opening of the complete day High School Curriculum. In 1982-2005, SCC offered Bachelor of Science in Commerce (BSC) with 28 students to over 306 students enrolled. The institution’s fees are very minimal ranging from Php 15.00 per unit to Php 40.25 per unit. It was during this time that the recipients of the Barangay Scholarship Program who work as street and canal cleaners were offered.
The college has produced successful graduates who are now employed as Teachers in the different elementary and secondary schools in the Districts of the Municipality of Siaton; others are into Product Development and Sales Marketing in different areas of Negros Oriental, and others are cultivating their field at the Municipal Trial Court and in the different Business Processing Outsourcing (BPO) companies.
