The briefing on Physical and Financial Accountability Reports, previously named "Consultative Meeting," for the 3rd quarter was held yesterday, October 16, 2025, hosted by the Finance Division, led by Mr. Rene Boy Catubig, CPA, MBA. The meeting aimed to review deviations from GAA targets, discuss catch-up plans, and identify implementation challenges contributing to low performance.
Dr. Noel Marjon E. Yasi, University President; Dr. Merivic G. Catada, Vice President for Administration and Finance; Dr. Edwin F. Romano, Jr., Vice President for Research, Development, and Extension; Dr. Cesar P. Estrope, Vice President for Student Affairs Services; and Dr. Libertine De Guzman, Vice President for Academic Affairs, were present at the meeting.
Engr. Celestina O. Favor, Director of the Planning and Development Office, reported the overall physical accomplishments. The General Fund and the Local Fund of the Main Campus were presented by Ms. Marcializa R. Tilos, University Budget Officer. This was followed by Dr. Ryan O. Tayco, Campus Administrator for Main Campus I, II, and Pamplona Extension, who reported the physical accomplishments of the main campus.
In the afternoon, the external campuses also reported their financial and physical accomplishments, presented by the Budget Officers of each campus, starting with Bayawan-Sta. Catalina (BSC) Campus, reported by Ms. Angie Española, followed by Siaton Campus, reported by Ms. Angie Arias, Bais Campus, reported by Ms. Maria Jingle Paglinawan, Mabinay Campus, reported by Ms. Joan Kadusale, and lastly, Guihulngan Campus, reported by Ms. Reggie Gomez.
The Finance Division presented certificates of recognition to offices or colleges that attained the highest utilization, commending their efforts in effectively implementing and planning their budgets.
Offices that received certificates for achieving rank 1 include the Cashier's Office at the Main Campus, led by Mr. Rico G. Tamparong, CPA, Cashier Head; the Cashier's Office at BSC, led by Ms. Josephine M. Ricafort, Campus Cashier; the College of Criminal Justice Education at Siaton Campus, led by Mr. Ben John Laquinon, College Dean; the Registrar's Office at Bais Campus, led by Archel Calunsag, Assistant Registrar; the Cultural Office at Mabinay Campus, led by Mr. Johary Kadusale; and ICTO at Guihulngan Campus, led by Engr. Petmar Saing, MST-CS, Office Head.
