The Commission on Audit (COA) Regional Office No. VII, in collaboration with Negros Oriental State University (NORSU), conducted a comprehensive four-day seminar-workshop titled "One-time Cleansing of Property, Plant, and Equipment (PPE) Account Balances of Government Agencies and the Disposal of Government Properties". The event was held at the NORSU Main Campus Library Conference Room on January 27-30, 2026. It aims to orient and update personnel involved in property, supply, and accounting management on the proper procedures for PPE account reconciliation, documentation, and disposal of unserviceable properties in accordance with existing government accounting and auditing rules and regulations.
The participants were cordially welcomed by Dr. Merivic G. Catada, Vice President for Administration and Finance. The first two days of the seminar, led by Ms. Siarol A. Divino and Audit Team Leader Atty. Mark Jason S. Tirol, focused on the Procedural Guidelines for PPE, Derecognition Protocols and Legal Liabilities.
The last two days of the program shifted toward technical execution. Spearheaded by the Technical Audit Group, Engr. Jesreil N. Pino and Engr. John Hercopel A. Pelayo Jr., provided in-depth training on property appraisal. Participants engaged in practical exercises, including Form Preparation, Actual Appraisal and Output Presentation:, where they presented their valuation updates and summaries.
By the end of this program, agency personnel are expected to have a clearer roadmap for "cleansing" their books--ensuring that their agency's financial records accurately reflect the physical reality of their assets, thereby upholding the highest standards of transparency in public service.
Dr. Merivic G. Catada, Vice President for Administration and Finance, formally closed the program, reminding everyone to be accountable with all the resources entrusted to them being government workers.
