Negros Oriental State University (NORSU) hosted a Convergence Meeting for its Rehabilitation and Empowerment Through Holistic Academic and Skills (REHAS) Program on October 10, 2025, at the CIT AVR. The meeting was attended by NORSU key officials, personnel from the Bureau of Jail Management and Penology (BJMP), and representatives from the program partners.
The guests were cordially welcomed by Dr. Cesar P. Estrope, VP for Student Affairs and Services. JSinsp. Gerine B. Malto, Jail Warden of the Dumaguete City District Jail - Male Dormitory, expressed his message of support for the REHAS project.
The Director of Extension Services, Dr. Guilbert Nicanor A. Atillo, discussed the REHAS Program roadmap. REHAS is a collaborative effort between NORSU and the BJMP to transform correctional facilities into centers of learning, empowerment, and rehabilitation. The program seeks to provide the Persons Deprived of Liberty (PDLs) with access to formal higher education and technical-vocational training to foster reintegration, productivity, and moral renewal.
One of the program partners, Dr. Jovito R. Salonga Center for Law and Development representative, presented their proposal for legal education and awareness initiatives in support of the REHAS project.
An open forum followed, where attendees engaged in meaningful discussions.
