The REHAS Project was officially launched today, November 14, 2025, at the Dumaguete City District Jail Female Dorm. This NORSU–BJMP collaboration aims to provide rehabilitation and empowerment programs for Persons Deprived of Liberty (PDLs).

The Rehabilitation and Empowerment through Holistic Academic and Skills Programs (REHAS Project) was officially launched today, November 14, 2025, at the Dumaguete City District Jail Female Dorm. The NORSU REHAS project is a collaborative program by Negros Oriental State University (NORSU) and the Bureau of Jail Management and Penology (BJMP) that aims to provide rehabilitation and empowerment to Persons Deprived of Liberty (PDLs). The project provides formal higher education and technical-vocational training to PDLs to aid their reintegration into society.
The guests were cordially welcomed by SJO4 Erwina T. Camacho, Officer-in-Charge, Bureau of Jail Management and Penology (BJMP). A key part of the event was the Turnover Ceremony, followed by messages from stakeholders:
•Dr. Edwin F. Romano Jr., Vice President for Research, Development and Extension
•JCINSP Gerino B. Malto, Dumaguete District Warden
•Peter Rogers, CEO of 4Evolution Company, a Partner Agency.
Key academic and administrative leaders from Negros Oriental State University (NORSU) have formally expressed their unwavering commitment to the success and effective implementation of the NORSU REHAS Project:

The successful launch concluded with Closing Remarks by Dr. Guilbert Nicanor A. Atillo, University Extension Director, who also presented the Project Overview and Rationale.
