Negros Oriental State University is proud to announce the official designation of Dr. Jolo Van Clyde Abatayo, Digital Services Librarian, as Assistant Secretary of the Executive Council of the National Committee on Libraries and Information Services (NCLIS). This appointment was confirmed by Board Resolution 2025-349 of the National Commission for Culture and the Arts, effective from January 1, 2026, until December 21, 2028.
As an ExeCon member, Dr. Abatayo’s duties include, among others, the formulation of rules and regulations affecting policy formulation, composition, operations, and dissolution of National Committees, subject to the approval of the Commission; initiating studies and making policy and project recommendations in his respective area for consideration by the Commission; and advising the Commission on policy matters, including but not limited to the use of grant funds and other related issues, such as pending bills in Congress on culture and the arts. He may also initiate and/or propose bills relating to culture and the arts and advocate and/or lobby for their passage.
Additionally, he will assist in identifying individual artists and cultural workers, non-governmental organizations, academic institutions, and other organizations that may contribute to the work of the NCCA and serve as resource persons in lectures and workshops conducted by the Commission.
