The spirit of camaraderie and cultural pride took center stage today, February 24, 2026, as the Negros Oriental State University (NORSU) Sports and Cultural Complex hosted the opening ceremonies for the NIR-RASUC 18 Regional Culture and the Arts Festival (RCAF) 2026.
The event brought together delegates from across the region dedicated to heritage, talent, and the formal opening of this year's festival.
The ceremony began with a vibrant Parade and Entrance of the Delegates, showcasing the diversity of the participating institutions. NORSU University President Noel Marjon E. Yasi, delivered the Words of Welcome. He emphasized the importance of the arts in fostering regional unity and the pride NORSU felt in serving as the host for this year's gathering.
The official Presentation of Delegates was conducted by Dr. Carlou G. Bernaldez, the RASUC-18 Moderator and Festival Coordinator, highlighting the massive scale of this year's competition.
The program featured insightful addresses from regional educational leaders:
Hon. Renante A. Egcas, Ph.D., RASUC-18 Chairperson and President of the State University of Northern Negros, shared: "Integrity comes first before excellence. Winning is meaningful only when conceived with honesty, fairness and respect."
Hon. Raul C. Alvarez, Jr., REE, CESO III, the CHEDRO NIR 18 Regional Director, emphasized the role of culture in the holistic development of university students.
Following a traditional "Palihi," the festival was formally opened by Hon. Renante A. Egcas. With the official Declaration of the RASUC-18 RCAF 2026, the competitive and celebratory spirit was unleashed.
The event concluded with an energetic Special Performance titled "NORSU Shine," leaving the audience and delegates inspired for the days of competition and cultural exchange ahead.
