In a significant step toward strengthening labor relations and employee welfare, Negros Oriental State University (NORSU) and the NORSU Administrative Personnel Union (NAPU) have entered into a new Collective Negotiation Agreement (CNA) for 2026.
The agreement serves as a formal commitment to uphold the constitutional rights of government workers to self-organization and collective bargaining. It establishes a collaborative framework between the university administration and its non-teaching personnel to negotiate terms and conditions of employment.
The signing ceremony, held in the NORSU Main Campus Board Room, was attended by key university officials and union representatives:
For the University: Dr. Noel Marjon E. Yasi, University President.
For the Union: Mr. Reymil T. Cadapan, MBA, Union President.
