Negros Oriental State University (NORSU) held an Orientation for Casual Employees today, March 24, 2026. The event, held at the ST AVR, was designed to streamline the transition of new staff into the university’s administrative and academic framework.
To accommodate the growing workforce, the orientation was split into two sessions: a morning session (Batch 1) from 8:00 AM to 12:00 NN, and an afternoon session (Batch 2) from 1:00 PM to 5:00 PM. The participants were warmly welcomed by Dr. Merivic G. Catada, Vice President for Administration and Finance, who underscored the vital role casual employees play in the university's daily operations.
A significant portion of the orientation was dedicated to administrative literacy. Dr. Dee Laila C. Buhian, Acting HRDMO, led an in-depth discussion on HR Policies, covering essential topics such as:
•Omnibus Rules: Rule XVII (Implementing Book V of EO 292)
•Professionalism: A deep dive into RA 6713, focusing on the 8 norms of conduct, integrity, and prohibited acts
•Time Management: Explicit guidelines on government hours, flexitime, undertime, and habitual tardiness.
The university’s holistic approach to employee well-being was evident in the session led by Mr. Julio E. Ventolero, MMM, MTE, Director of University Safety & Security. His presentation bridged the gap between physical safety and ethical standards.
Mr. Lanvin Rey N. Calugcugan, CHRA, University Records Officer, discussed the Omnibus Rules on Leave. Key highlights included:
•Compensatory Time Off (CTO): Explaining non-monetary remuneration for overtime services.
•Amended Rules: Insights into CSC MC No. 41, s. 1998 and Joint Circular No. 2, s. 2004 regarding overtime services.
The orientation concluded with practical sessions on Payroll, facilitated by Ms. Rowena S. Teves, Administrative Officer IV, ensuring that all employees are well-versed in the university's financial disbursement processes.
