Negros Oriental State University (NORSU) hosted the DOST Balik Scientist Exit Report Presentation today, April 22, 2026. The event featured Dr. Dionisio T. Battad, a Balik Scientist, who presented his work titled, “Spatial Technology: Transforming Research and Teaching at Negros Oriental State University through the Balik Scientist Program.”
The presentation highlighted the integration of advanced geospatial tools into the university’s curriculum and research frameworks, aiming to modernize how the institution addresses environmental and agricultural challenges. The program commenced with an opening ceremony featuring leaders from both the Department of Science and Technology (DOST) and NORSU.
Dr. Reynaldo V. Ebora, Executive Director of the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), delivered the opening remarks, emphasizing the importance of the Balik Scientist Program in bringing world-class expertise back to the Philippines.
Dr. Noel Marjon E. Yasi, NORSU University President, and Atty. Gilbert R. Arbon, OIC Regional Director of DOST NIR, shared messages of support, reaffirming the collaborative commitment to scientific progress in the region.
The highlight of the event was Dr. Battad’s comprehensive exit report. Introduced by Dr. Darlyn B. Posas, Dean of NORSU College of Agriculture, Forestry and Fishery (CAFF), Dr. Battad detailed how spatial technology can be a catalyst for educational reform and high-impact research within the province. The morning session concluded with an engaging Q&A, followed by initial impressions shared by Dr. Josie M. Rodriguez, Research Program Head of NORSU CAFF.
The afternoon transitioned into reflecting on the program’s impact and planning for the future.
Dr. Benjamin S. Villagonzalo, Jr., NORSU Research and Development Director shared his impression of the engagement’s success.
A strategic discussion led by Dr. Josie M. Rodriguez and Prof. Michael T. Tubog (Program Chair, BS Geology) focused on how the university will sustain the initiatives started by Dr. Battad.
Dr. Edwin F. Romano, Jr., Vice President for NORSU Research, Development, and Extension (RDE), delivered a message of gratitude. Dr. Melvin B. Carlos, Deputy Executive Director of DOST PCAARRD, delivered the closing remarks, emphasizing that, "Together, we remain committed to advancing geospatial science and environmental management, ensuring that collaboration with NORSU and The Balik Scientist Program grows into a lasting contribution to education, research and sustainable development".
