To reinforce professional standards and ensure adherence to government regulations, Negros Oriental State University (NORSU) held a comprehensive Re-Orientation on Civil Service Commission (CSC) Rules and Regulations and Institutional Policies today, May 12, 2026.
The event, held at the Science and Technology (ST) AVR, was designed to cater to the university's growing workforce, and was divided into two sessions to accommodate all faculty and staff members.
Dr. Edwin F. Romano, Jr., Vice President for Research, Development, and Extension, delivered the welcome address, setting a tone of continuous improvement and accountability. This was followed by a message from the University President, Hon. Noel Marjon E. Yasi, Psy.D, who emphasized the importance of aligning individual performance with the mission of the institution.
The program featured specialized segments focused on both internal and national mandates:
Internal Policies: Mr. Lanvin Rey M. Calugcugan, Head of the Records Management Unit, provided updates on institutional protocols to streamline administrative efficiency.
CODI Process and Mechanisms: Dr. Aileen Rosette Felix, Gender and Development (GAD) Director, led a briefing on the Committee on Decorum and Investigation (CODI), highlighting the university's commitment to a safe and professional working environment.
Civil Service Standards: The core of the orientation was a session led by Atty. Anna Katrina B. Tan, Human Resource Manager for the Province of Negros Oriental. Atty. Tan discussed CSC-HR Policies. Office Ethics, Employee Concern Handling, and Procedural guidelines for CODI.
The orientation concluded with an interactive Q&A session, allowing employees to clarify specific administrative concerns directly with the experts.
Dr. Ryan O. Tayco, Campus Director for Main Campuses I & II and the Pamplona Campus, delivered the closing remarks, urging the attendees to turn today's learnings into better service for the students and the stakeholders.
