The Accounting and Budget Department of Negros Oriental State University conducted an Orientation on the Preparation of Disbursement Voucher (DV) and Obligation Request and Status (ORS)/Budget Utilization Request and Status (BURS) on June 9, 2025, at the NORSU Library Conference Room. Participants were staff of the different departments and offices.

Dr. Ryan O. Tayco, Campus Administrator, warmly welcomed the attendees, encouraging them to actively participate during the seminar-workshop to enhance their knowledge of the financial processes of the university.

The Overview, Understanding and Application of Unified Accounts Code Structure (UACS) in Accounting and Budget Documents was presented by the University Chief Accountant Ms. Maurice Anaver B. Dordado.

The preparation of Disbursement Vouchers (DV) and other documents and the preparation of ORS/BURS and Flow of Budget Utilization were discussed by Ms. Shiena Gee K. Oro and Ms. Angie Espan̈ola/Ms. Jhona Aine Corales respectively.

An interactive workshop followed, allowing the attendees a hands-on session on the preparation of DVs and ORS/BURS using sample transactions. They presented their outputs and were given feedback by the facilitators.

The Chief Administrative Officer for Finance, Mr. Rene Boy A. Catubig formally closed the program, reminding everyone's full cooperation with the changes to the financial system to expedite and improve the process of business transactions of NORSU.
