The Finance Division of Negros Oriental State University, led by Mr. Rene Boy Catubig, CPA, conducted the Quarter Consultative Meeting for the second quarter (as of June 2025) at the Library Conference Hall on July 18, 2025. The consultative meeting aimed to review deviations from GAA targets, discuss catch-up plans, and identify implementation challenges causing low performance.
Dr. Noel Marjon E. Yasi, University President; Dr. Merivic G. Catada, Vice President for Administration and Finance; Dr. Rose Marie T. Pinili, Vice President for Academic Affairs; and Dr. Edwin F. Romano, Jr., Vice President for Research, Development, and Extension served as panelists.
Dr. Ryan O. Tayco, Director of the Planning and Development Office and Acting Campus Director, reported the physical accomplishments while Ms. Marcializa R. Tilos, Main Campus Budget Officer, reported the financial accomplishments. The Local Fund Report was presented by Mr. Nicell Joe S. Estoras, Budget Office staff, followed by Financial Accomplishments-Receipts reported by Ms. Maurice Anaver B. Dordado, University Accountant.
External campus presentations followed, starting with Bayawan-Sta. Catalina Campus, then Siaton Campus, Bais Campus, Mabinay Campus, and lastly, Guihulngan Campus. Thereafter, the Finance Division awarded certificates of recognition to offices or colleges that achieved the highest utilization to acknowledge their efforts in practicing proper implementation and planning of their budgets.
Offices that received certificates for achieving rank 1 include the University Sports and Athletics (USA) at the Main Campus, led by Dr. Carlou G. Bernaldez, USA Director; ICTO at Bais Campus, led by Jetty A. Casido, MSIT, ICTO Coordinator; the Registrar's Office at the BSC Campus, led by Michelle Cuba Badon, MBA, Campus Registrar; the Registrar's Office at Guihulngan Campus, led by Engr. Petmar M. Saing, MST-CS, Campus Registrar; the Cashier's Office at Mabinay Campus, led by Flora Mae C. Novera, Campus Cashier; and the College of Arts and Sciences at Siaton Campus, led by Candido G. Kinkito Jr., Ed.D., CAS Dean.
