NORSU, through the VP for Research Development and Extension and the Office of Extension Community Service, signed an MOU with the Negros Oriental Fiber Industry Alliance (NORFIA) on September 3, 2025, at the NORSU Board Room.

The Negros Oriental State University through the office of the Vice President for Research Development and Extension and the office of Extension Community Service led the signing of the Memorandum of Understanding (MOU) held yesterday, September 3, 2025 at the NORSU Board Room in collaboration with Negros Oriental Fiber Industry Alliance (NORFIA).

This Memorandum of Understanding is made and entered into and between the following government and private stakeholders:

PHILIPPINE FIBER INDUSTRY DEVELOPMENT AUTHORITY (PHILFIDA), represented by Mr. Joseph S. Salas, OIC, Regional Office VII on behalf of Mr. ARNOLD "ALI" I. ATIENZA, Executive Director, PhilFIDA;

PHILIPPINE COCONUT AUTHORITY (PCA - Region VII), represented by Ms. AURORA L. PAQUIBOT, Acting Regional Manager, PCA - RVII;

DEPARTMENT OF SCIENCE AND TECHNOLOGY — NEGROS ISLAND REGION

(DOST-NIR), represented by ENGR. ROWEN R. GELONGA, OIC Regional Director, DOST - NIR;

DEPARTMENT OF TRADE AND INDUSTRY (DTI), represented by Ms. Maribel V. Sumanoy, Chief, Trade and Industry Development Specialist, on behalf of Ms. JULIET B. BANOGON. Provincial Director, DTI Negros Oriental;

TECHNICAL EDUCATION AND SKILLS DEVELOPMENT AUTHORITY — NEGROS

ISLAND REGION (TESDA-NIR), represented by Mr. JOEL M. VILLAGRACIA, Provincial Director, TESDA NIR- PO Negros Oriental;

FOUNDATION UNIVERSITY, represented by ARCH. VICTOR VICENTE "DEAN" SINCO, University President and NEGROS ORIENTAL STATE UNIVERSITY (NORSU), represented by DR. NOEL MARJON E. YASI, University President.

The MOU is made to create the Negros Oriental Fiber Industry Alliance (NORFIA) which shall serve as the collaborative platform for the sharing of resources and expertise, and for coordination in the initiation and implementation of programs, projects and activities to revitalize the fiber industry in the Province of Negros Oriental.

A ceremonial turnover of 2 units hand-looms followed thereafter.
