Negros Oriental State University, represented by the University President Noel Marjon E. Yasi and the Bureau of Jail Managerment and Penology - Negros Island Region, represented by the Regional Director, JCSUPT Brendan O. Fulgencio, signed a Memorandum of Agreement today, September 5, 2025, at the NORSU Board Room.

The MOA sets forth the collaborative framework to deliver college education, technical-vocational, rehabilitation, and job-readiness programs to Persons Deprived of Liberty (PDL) of BJMP through community extension, training, and research-based initiatives.

This extension collaboration is made possible through the office of the Vice President for Research Development and Extension and the office of Extension Community Service and co-implemented by the following organization and units of NORSU:

1. College of Business Administration (CBA)
2. College of Industrial Technology (CIT)
3. Department of Psychology
4. BASEC- Buglas Academe Schoolmasters Eagles Club
5. Gender and Development (GAD) Office
