Negros Oriental State University (NORSU) signed today, November 19, 2025, a collaboration proposal with 4Evolution, a services company based in France that specializes in content development, Business Process Outsourcing (BPO), and Knowledge Process Outsourcing (KPO).
The purpose of this proposal is to establish a collaborative framework between NORSU and 4Evolution, through which both parties will jointly pursue initiatives related to journal publishing and marketing services (including scholarly conferences), as well as other mutually agreed-upon areas.
This collaboration aims to support mutual growth by enabling NORSU’s journals to expand their reach—and consequently, their authorship and impact, including listing in relevant databases—while 4Evolution gains access to university students trained in copyediting and other transferable skills.
Representing 4Evolution was Mr. Peter Hugh Rogers, President and CEO, while University President Dr. Noel Marjon E. Yasi represented NORSU. The signing was witnessed by Dr. Suzanne L. Bascara, COO of 4Evolution; Dr. Craig N. Refugio, Director of University International Relations; Dr. Edwin F. Romano, Jr., Vice President for Research, Development, and Extension; and Dr. Albert C. Albina, Head of the University Publication Unit.
