NORSU’s Finance Division held the Budget Forum on November 26, 2025, at the CEA AVR, Main Campus II, with active participation from vice presidents, campus directors, office heads, deans, and selected staff.

The Budget Forum, conducted by Negros Oriental State University through its Finance Division, was held on November 26, 2025, at the CEA AVR, Main Campus II. It was actively participated in by the vice presidents, campus directors, heads of offices, deans, and selected staff.
Spearheaded by the Finance Division under the leadership of Rene Boy A. Catubig, CPA, the forum focused on the Budget Execution for FY 2026 and the Budget Preparation for FY 2027. This annual activity supports the University Administration’s steadfast commitment to refining its planning and budgeting processes, aligning them with the government's commitment to the 2030 Agenda for Sustainable Development.
In her opening remarks, Dr. Merivic G. Catada, Vice President for Administration and Finance, encouraged everyone to minimize modifications and budget realignments at the start of the first quarter of Fiscal Year 2026. She added that in planning for FY 2027, the needs and priorities of every campus, office, and college must be carefully considered.
University President Dr. Noel Marjon E. Yasi, in his message, urged everyone to remain committed to the plans in place and to further improve budgeting by FY 2026.
The Budget Forum successfully tackled eight topics, beginning with the salient features of the National Budget Execution for FY 2026 presented by Catubig. He also discussed the different budget cycles and the general provisions of government funds. Marcializa T. Olasiman, University Budget Officer, presented topics on Budget Execution FY 2026, various budget forms and their purposes, and the monitoring of fund utilization. Maurice Anaver Dordado, CPA, University Accountant, discussed the processing of common transactions and the annual tax table. This was followed by the final topic for the morning session—the Review of the Procurement Process—presented by Alan Alagarmo, Procurement Unit Head.
In the afternoon, Engr. Celestina O. Favor, Director of the Planning and Development Office, presented the Review of NORSU Targets and Global Setting, followed by the Budget Preparation for FY 2027 discussed by Olasiman. Dr. Aileen Rosette M. Felix, University GAD Director, presented the GAD Budget Process. Lastly, Charry Mae G. Hetio, Finance Office staff, reviewed the Budget Preparation Process using the Finance System.
In his closing remarks, Catubig emphasized the need to prioritize responsible expenditure, underscoring fiscal accountability and the prudent spending of government funds for the university.
