Negros Oriental State University (NORSU) conducted its 4th Quarter Briefing on Physical and Financial Accountability Reports for Fiscal Year 2025 today, January 22, 2026, at the Main Campus AVR. The event was attended by university administrators and budget officers across all campuses. The briefing aims to review variances from the General Appropriations Act (GAA) targets and assess how funds are being utilized.

The participants were formally welcomed by Dr. Merivic G. Catada, Vice President for Administration and Finance. University President Noel Marjon E. Yasi, delivered an inspirational message, emphasizing the importance of accountability in achieving the university's mission.

The morning session was dedicated to the key presentation of university level physical and financial accomplishment report delivered by Engr. Celestina O. Favor, University Planning Officer, and Ms. Marcializa R. Tilos-Olasiman, University Budget Officer.

In the afternoon, detailed Campus Level presentations from the directors and budget officers of the following campuses took.place:

Main and Pamplona Campuses
Bayawan-Sta. Catalina Campus
Siaton Campus
Bais Campus
Mabinay Campus
Guihulngan Campus

The highlight of the event was the awarding of offices that achieved the highest utilization rates for the fiscal year. The Main Campus Planning and Development Office led the university with a remarkable utilization rate of 173.34%.

Other top-performing units recognized for their efficiency include:

Siaton Campus Security Office: 98.88%
Bayawan-Sta. Catalina Campus BAC Office: 98.00%
Guihulngan Campus Security Office: 96.01%
Mabinay Campus Cultural Office: 90.39%
Bais Campus I & II College of Teacher Education: 78.02%

The program concluded with closing remarks from Mr. Rene Boy A. Catubig, CPA, MBA, Chief Administrative Officer for Finance, who expressed his gratitude for everyone's presence.
