A Memorandum of Agreement was entered into by and between Negros Oriental State University and Qualfon Philippines, Inc. today, February 16, 2026, at the University Boardroom, Main Campus, Dumaguete City.

University President Noel Marjon E. Yasi and Vice President for Student Affairs and Services Cesar Estrope represented the University, while the representatives from Qualfon Philippines, Inc. were Mr. Abelardo Cruz, Managing Director – Philippines, and Ms. Maricar Nonato, Talent Acquisition Director.

This collaboration is in line with the mission of Qualfon Phils Inc., to "Be the Best and Make Each Person's Life Better". It aims to develop programs that will help individuals and communities interested in pursuing careers in the industry by providing essential and practical knowledge to enhance employability.

The University, on the other hand, will recommend candidates for the training programs and provide them with opportunities. NORSU will also provide the venue and equipment for the trainings.

Other Qualfon representatives present were Mr. Bob Locsin, Site Director, and Ms. Joslyn B. Canon, External Relations Director and Ms. Valentina C. Rhea Lumapas, External Relations Analyst.

NORSU staff present from the Office of the University President were Ms. Mirasol Gaitan and Ms. Bless Saie Alcala.
