Negros Oriental State University hosted the Solidarity Meeting for the NIR RASUC 18 Regional Culture and the Arts Festival (RCAF) 2026 today, February 23, 2026, at the NORSU Sports and Cultural Complex. Delegates from SUCs across Negros Island Region gathered to finalize the general and house rules for this year’s most anticipated showcase of talent.
Dr. Carlou G. Bernaldez, Director, University Institutional Student Programs and Services (UISPS), cordially welcomed the guests. In his message, Dr. Bernaldez recognized Siquijor province as a sister and member of the Negros Island Region (NIR) and emphasized that "We come together as one unified NIR."
Dr. Hernane Cabahaga, Cultural Director, State University of Southern Negros, shared the festival theme and objectives: To promote culture and the arts in state universities and ensuring that education contributes meaningfully to cultural development building.
