Negros Oriental State University, through the Human Resource Management Office (HRMO) led by acting HRMO Dr. Dee Laila Buhian, held an orientation on Bureau of Internal Revenue (BIR) tax compliance and the NORSU payroll system today, April 7, 2026, at the ST AVR.
Participants included Job Order (JO) workers, Contract of Service (COS) personnel, and Part-Time Instructors ( PTIs ).
In her opening remarks, Dr. Buhian expressed her hope that the session would serve as a practical guide to minimizing complaints regarding the university’s payroll processes and tax responsibilities, while ensuring clarity, confidence, and compliance throughout their engagement with the university.
The orientation was facilitated by BIR representatives Ms. Almira C. Necesito, Revenue Officer III, and Ms. Dysavil S. Alabata, Revenue Officer I. The activity aimed to provide essential guidance on tax compliance, including:
• Tax registration requirements
• Filing procedures
• Applicable taxes
• Other compliance matters affecting PTIs, COS, and JOs
Additionally, Ms. Rowena S. Teves, Administrative Officer IV, discussed the university's payroll systems and processes. The session concluded with a Q&A portion, where speakers addressed concerns from the participants.
