The Office of the University Budget Officer conducted its 1st Quarter Briefing on FY 2026 Physical and Financial Accountability Reports on April 23, 2026, at the NORSU Library Conference Room.

The Office of the University Budget Officer (OUBO), headed by Marcializa R. Tilos-Olasiman, University Budget Officer under the Office of Vice President for Administration and Finance, conducted its 1st Quarter Briefing on Physical and Financial Accountability Reports FY 2026 today, April 23, 2026, at the NORSU Library Conference Room.

The briefing primarily focused on the review and evaluation of Physical and Financial Accountability Reports as of March 31, 2026. Specifically, it aimed to facilitate a comprehensive assessment of significant variances between the General Appropriations Act (GAA) targets and actual financial and physical accomplishments.

In her welcome remarks, Dr. Merivic G. Catada, Vice President for Administration and Finance, assured attendees that discussions would not be limited to the scheduled presentations, encouraging open dialogue on any important matters that might arise.

University President Noel Marjon E. Yasi delivered an inspirational message, emphasizing that thorough preparation leads to successful execution.

The morning session was dedicated to the university-level physical and financial accomplishment reports, delivered by Engr. Celestina O. Favor, University Planning Office, and Ms. Olasiman. Additionally, Ms. Maurice Anaver B. Dordado, CPA, University Chief Accountant, presented the summary of financial statements. This was followed by the campus-level physical and financial accomplishment reports, presented by Dr. Ryan O. Tayco, Campus Director, and Ms. Olasiman.

In the afternoon, detailed presentations from the following external campuses for their physical and financial accomplishment reports were given by their respective directors and budget officers:
•Bayawan-Sta. Catalina (BSC) Campus
•Siaton Campus
•Bais Campus
•Mabinay Campus
•Guihulngan Campus

The highlight of the event was the awarding of offices from across campuses that achieved the highest Budget Utilization Rates (BUR) for the first quarter. The OUBO presented these awards to commend effective budget planning and implementation.

Mabinay Campus: Gender and Development Office – 84.27%
Siaton Campus: Cultural Office – 80.66%
Main Campus: Office of the Vice President for Academic Affairs – 98%
BSC Campus: University Enterprise Development Office – 91.67%
Bais Campus: College of Arts and Sciences – 89.22%
Guihulngan Campus: Cultural Office – 98%

In his closing remarks, Mr. Rene Boy A. Catubig, CPA, MBA, Chief Administrative Officer for Finance, highlighted the on-time submission of financial statements as a landmark achievement, noting it as the most significant progress in over a decade and a half.
