In a continuous effort to promote professional excellence and institutional integrity, Negros Oriental State University (NORSU) successfully conducted a "Re-Orientation on Civil Service Commission (CSC) Rules and Regulations and Institutional Policies for Faculty" today, May 26, 2026, at the NORSU Library Conference Room.

The seminar-workshop was split into two separate batches to accommodate the university's faculty members: Batch 1 from 8:00 AM to 12:00 NN, followed immediately by Batch 2 from 12:30 NN to 5:00 PM. The event aligned closely with NORSU's core mission of delivering global excellence through advanced instruction, impactful research, and strategic partnerships.

The morning program kicked off with an official welcome from Dr. Dee Laila C. Buhian, Acting Human Resource Development Management Officer (HRDMO), who emphasized the critical role that institutional compliance plays in shaping effective educators and public servants. The first half of the orientation focused on campus guidelines:

Internal HRDM Policies: Mr. Lanvin Rey N. Calugcugan (Administrative Officer V) tackled updated human resource directives. Gender and Development (GAD) Policies: Prof. Riza Mae T. Abellanosa, CNPAHS GAD Coordinator (AM session) and Prof. Jill Rose P. Ador, CCJE GAD Coordinator (PM session), discussed fostering a highly inclusive, safe, and gender-responsive academic environment for both faculty and students. The highlight of the event was an intensive session led by guest speaker Atty. Melvin Irojo Legaspi, Legal Counsel from MedSpecialized, Inc. in Cebu City. Atty. Legaspi shared his legal expertise to guide the faculty through the intricate landscapes of:

CSC-HR Policies and civil service accountability.

Committee on Decorum and Investigation (CODI) procedures, reinforcing safe spaces against harassment. Employee concern about handling and maintaining the highest standards of Office Ethics in public service.

The interactive lecture was followed by an open Q&A forum, allowing members of the faculty to clarify pressing workplace legalities and ethical scenarios.

The event concluded with closing remarks from Dr. Ryan O. Tayco, Campus Director for Main Campuses I & II and Pamplona Campus, who challenged the faculty to bring these values into their daily instruction and administrative duties.
