Negros Oriental State University (NORSU) and the Bangko Sentral ng Pilipinas (BSP) Dumaguete Branch aspiring personnel have officially partnered to advance the professional education of the bank personnel.

The two institutions formalized the collaboration during a Memorandum of Agreement (MOA) signing ceremony held on June 9, 2026 at BSP.

Under the newly signed agreement, NORSU will deliver its Master of Business Administration (MBA) and Master of Public Administration (MPA)/Master of Public Management (MPM) to BSP Dumaguete personnel. The curricula are designed following an outcome-based education framework, compliant with Commission on Higher Education (CHED) policies and standards.

To provide maximum flexibility for working professionals, graduate classes will utilize a hybrid model featuring face-to-face or classroom-based instruction at the NORSU main campus; and online modalities, encompassing both synchronous and asynchronous learning through the university’s Learning Management System.

The event brought together top administration officials from both institutions to highlight mutual commitments to professional development and continuous academic upskilling.

The MOA was inked by the University President Dr. Noel Marjon E. Yasi, representing NORSU and Atty. Janice Jade V. Tan-Canonigo, CPA, Area Director / Branch Head, representing BSP.

The program featured a keynote message from NORSU President Dr. Noel Marjon E. Yasi, alongside with an opening remarks from BSP Area Director Atty. Janice Jade V. Tan-Canonigo. The BSP employees as represented by Nike Rey S. De Guilo, the class coordinator, delivered the student response. The program concluded with closing remarks from Dr. Chizanne S. Larena, Dean of the NORSU Graduate School.

This initiative was set into motion through the efforts of Dr. Craig Refugio, Director of University International Relations, and, the designated Chairperson for Partnerships and Linkages of the graduate school. Other key academic figures present at the MOA signing included Dr. Guilbert Nicanor Atillo (MPA/MPM Chair), and Dr. Ildefe Villanueva (MBA Chair), alongside the incoming graduate students and state university employees.
