The NORSU College of Arts and Sciences (CAS) Social Science Department launched its program, Tamang Impormasyon: Linangin at Alamin + Teknolohiyang Kakayahan (TILA+ TeK), under the extension program Rehabilitation and Empowerment through Holistic Academic and Skills (REHAS) today, July 17, 2026, at the BJMP City Jail in Bajumpandan, Dumaguete City.

The program, in partnership with the Bureau of Jail Management and Penology (BJMP), is anchored on the theme, "Building Information and Digital Literacy for Second Chances." It aims to help selected female Persons Deprived of Liberty (PDLs) strengthen their knowledge of information literacy and develop basic digital skills. The program consists of a series of learning sessions that will run from July to October 2026, with a total of 30 learning hours.

In her message, CAS Dean Dr. Priscilla S. Cielo expressed her hope that the program will empower the participating PDLs as they continue redirecting their lives while inside the facility. Meanwhile, SJO4 Ericson A. Cuarto, Chief of the Welfare and Development Office of the BJMP, said that the project is exactly the kind of meaningful partnership that equips beneficiaries with critical life skills, enables them to make wise decisions, and prepares them to reintegrate into society as productive, capable, and confident individuals.

The program is led by Ms. Michelle T. Compe, RL, MLIS, Project Leader, together with Dr. Colette Abequibel, University Librarian; Ms. Josalyn T. Sumaylo, MLIS; Ms. Vanessa Gay Liaber, MLIS; Dr. Jolo Van Clyde Abatayo; Dr. Franco Abequibel; Dr. Guilbert Nicanor Atillo, Director of the University Extension and Community Services Office; and Dr. Ryan Escorial, Chair of the Computer Science and Information Technology Department.

Representing the BJMP were SJO4 Erwina Camacho, Warden; SJO4 Ericson A. Cuarto; SJO3 Hazel Uy; JO3 Edlyn Shane Kadusale; and JO1 Kay Mae Amorganda.
