All Negros Oriental State University (NORSU) campuses presented their Physical and Financial Accountability Reports for FY 2026 during the 2nd Quarter Briefing held today, July 17, 2026, at the CIT AVR.

Organized by the Budget Unit, headed by University Budget Officer Ms. Marcializa T. Olasiman, the briefing primarily focused on reviewing and evaluating the Physical and Financial Accountability Reports as of June 30, 2026. Specifically, it aimed to facilitate a comprehensive assessment of the significant variances between the General Appropriations Act (GAA) targets and the actual financial and physical accomplishments.

In her opening remarks, Dr. Merivic G. Catada, Vice President for Administration and Finance, said, “It is our responsibility and accountability to improve the utilization of funds, and I hope to see, at the end of the day, that we identify strategies to further improve this utilization.”

Engr. Celestiña O. Favor, University Planning Officer, and Ms. Olasiman presented the university’s Physical Accomplishments and General Fund.

Meanwhile, the Campus-Level Physical Accomplishments and Local Funds for the Main Campus and Pamplona Extension were presented by Dr. Ryan O. Tayco, Campus Director, and Ms. Olasiman.

The physical and financial accomplishments of the external campuses—Bayawan-Santa Catalina Campus, Siaton Campus, Bais Campus, Mabinay Campus, and Guihulngan Campus—were presented by their respective Campus Directors, Assistant Campus Directors, Campus Accountants, or Campus Budget Officers.

“When we look at the data compiled, we're actually looking at the blueprint of our progress,” stated Dr. Noel Marjon E. Yasi, University President.

Dr. Yasi also urged everyone to view the reports as a mirror reflecting what the university has accomplished and as a roadmap for what it still needs to do to achieve further improvement.

Mr. Rene Boy A. Catubig, CPA, MBA, Chief Administrative Officer for Finance, remarked that the updates presented during the briefing “serve as a reminder that every peso entrusted to the university should translate into better facilities, better services, and better opportunities for students and stakeholders.” Mr. Catubig also thanked everyone for their presence and contributions to the success of the briefing.

Aside from the presentations, the Budget Unit recognized the following offices and college from each campus for achieving the highest fund utilization rates during the second quarter:

Bais Campus – Human Resource Development and Management Office – 100%
Bayawan-Santa Catalina Campus – Cashier's Office – 91.13%
Guihulngan Campus – Registrar's Office – 96.85%
Mabinay Campus – Supply Office – 98.99%
Main Campus – College of Agriculture, Forestry, and Fisheries – 99.87%
Siaton Campus – Gender and Development Office – 94.51%
