Academic and administrative personnel of Negros Oriental State University (NORSU) presented the university’s SWOT analysis and strategic plan today, August 4, 2026, during the Strategic Planning Foresight Workshop held at the NORSU Library Conference Hall.

Led by Engr. Celestina O. Favor, Director of the Office of Planning and Development, the two-day activity aims to review, update, and enhance the university’s Strategic Plan through strategic foresight and collaborative planning. The initiative seeks to ensure alignment with the Commission on Higher Education (CHED) ACHIEVE Agenda, national development priorities, and emerging trends in higher education.

Prior to the workshop proper, Dr. Cesar P. Estrope, Vice President for Student Affairs and Services, conducted an orientation on the CHED ACHIEVE Agenda. He emphasized that NORSU’s new strategic direction must integrate the university’s core ideals with CHED’s national framework.

Following the orientation, participants were divided into seven thematic clusters for the alignment and enhancement workshop:
Group A: Advanced & Accessible Lifelong Learning
Group C: Centralized One-Nation Human Capital Development
Group H: Harmonized SDG-Based Research and Innovation
Group I: Integrated Real-Time Data Collection and Analytics
Group E1: Expanded & Impact-Driven Internationalization
Group V: Vitalized Policies, Internal Systems, and Governance
Group E2: Effective & Efficient Public Service

In his message, University President Dr. Noel Marjon E. Yasi underscored the importance of full engagement in the process, noting that strategic planning is a deliberate undertaking.

"It's in the doing that matters most," Dr. Yasi said, urging all participants to commit fully to this institutional imperative.

Reiterating the purpose of the event, Dr. Merivic G. Catada, Vice President for Administration and Finance, emphasized the long-term significance of the framework. "

"Strategic planning is important because it will serve as a guide as we continue our direction for the growth and development of NORSU," Dr. Catada said.

The workshop concludes tomorrow with the finalization, presentation, and validation of the participants' outputs.

The Office of University Planning and Development successfully concluded its Strategic Planning Foresight Workshop on Wednesday, August 5, 2026, at the NORSU Library Conference Hall. Led by Engr. Celestina O. Favor, the event gathered key university officials, academic personnel, the Student Regent, alumni representatives, and stakeholders to review, update, and enhance the Strategic Plan of Negros Oriental State University (NORSU). The second day opened with a synthesis of the Day 1 activities and instructions for the succeeding tasks, presented by Planning Officer II Arch. Hasmine Tinguban. Participants then continued refining and finalizing the outputs they had presented the previous day.

Following the workshop, Quality Assurance Specialist Prof. Jeffrey V. Estores and Vice President for Student Affairs Services Dr. Cesar P. Estrope facilitated an orientation on the monitoring form for the 2026–2028 targets.

Commission on Higher Education–Negros Island Region (CHED-NIR) Director Dr. Raul C. Alvarez Jr. joined the session virtually to deliver words of encouragement and share recommendations to help NORSU align its strategic roadmap with the CHED ACHIEVE Agenda.

Closing the event on behalf of the University, Main Campus I, II, and Pamplona Extension Director Dr. Ryan O. Tayco expressed his gratitude to the participants, emphasizing that their dedication and collaboration made the activity not only a productive endeavor but also a meaningful academic exercise.
